Based on what I've seen from your gallery overall, especially when you drew Sakura from Naruto, I think what you need to get started on the road to improvement are lots and lots of references. Start by copying other pictures and other styles (but don't trace) and gradually add your own elements to your pictures until you have something that's completely new. For example, your next attempt at drawing Sakura could be her looking in a different direction or with the wind blowing her hair. Once you can draw her without a reference, you've learned one particular style. After you do this for a number of different styles, you can start to develop your own and this tutorial can help: [link]

You already have the beginnings of your own style from what I see. Your characters have round heads and small hands and feet. Maybe you could exaggerate these features and draw people with longer legs. Just try to play around with it.

Some more general ideas:
-I like that you've started to use textures in your drawings (e.g. the stripes on the goth girl's pants). Maybe you could elaborate on this and try adding different textures in your next drawings.
-You already better at drawing than the people who write the engineering newspaper at my university. All they can handle is stick people.
-That gives me another idea. Try drawing comic strips with the same character over and over again in different poses and situations. I learned how to improve my own art that way FAST when I was in seventh grade.
-Not all of your art has to be drawings. You can try poetry and stories as well, although people tend to be drawn in by text less than pictures because reading actually takes time.
-The goth girl and the bruised eye girl look like they have the same face to me. A different face shape is one way you could create characters that are distinguishable from each other: [link]
You could also give them different eyes and hair shapes. Hair can be straight, curly or wavy. You should be able to tell all the different characters you draw apart by the features of their faces alone instead of just counting on the hair to tell them apart, but focus on improving one thing at a time. You could also try your hand at anthro. Make one of your characters a cat, the next one a dog, the third one a marmoset... it's up to you.

Oh wow you're that young? Your art is really good for fourth grade! I was drawing little doodles of lizards back in fifth grade. I don't believe I've ever scanned and posted any of them but I can sketch up a quick one just to show you. Give me five minutes.
